<br />e <br /> <br />Answering a question from Ms. Schue, Ms. Brody said the Alternative Industrial <br />Growth Areas Study is in draft form now. The study could be issued in final <br />form, or it could be incorporated into the Economy Working Paper of the Metro <br />Plan Update. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, to direct the staff <br />to broaden the scope of issues addressed in the Alternative <br />Industrial Growth Areas Study and to integrate it into the <br />Metropolitan Plan Economy Working Paper during the Metro <br />Plan Update. The motion carried 7:1 with Councilors Ehrman, <br />Holmer, Schue, Wooten, Bascom, Miller, and Bennett voting <br />aye and Councilor Rutan voting nay. <br /> <br />Mr. Rutan said he distributed a motion concerning an amendment to the Metro <br />Plan to the councilors. He suggested a minor change which resulted in the <br />folloWing statement: <br /> <br />Based on the findings of the Alternative Industrial Growth Area Study, <br />I move that the City Council initiate an amendment to the Metro Plan <br />to expand the urban growth boundary in the area between Awbrey and <br />Meadowview Lanes to provide additional land suitable for heavy <br />industrial use, and to request the Planning Commission and staff to <br />give attention to the following factors as part of the amendment <br />process: <br /> <br />1. Consider any new or modified policies related to heavy industrial <br />use that may be appropriate for inclusion in the Metro Plan; <br /> <br />e <br /> <br />2. Provide as much property between Awbrey and Meadowview Lanes as <br />is necessary to: - a) ensure efficient access to both the Southern <br />Pacific and Burlington Northern railroads; and b) provide for <br />large parcel sizes; and <br /> <br />3. Consider whether the sludge treatment site should be included <br />or excluded from the urban growth boundary at this time. <br /> <br />Answering questions from Ms. Wooten and Mayor Obie, Mr. Rutan said the size of <br />the expansion and the parcel size permitted in the expanded area should be <br />defined during preparation of the amendment. He said the the community has <br />di scussed the Awbrey/Meadowvi ew property for several years and enough <br />information is available to prepare an amendment to the Metro Plan. He said <br />his statement addresses some of the policy issues in the expansion of the <br />urban growth boundary. He assumes the expansion will be at least 200 acres. <br />It probably will be more than 200 acres if access to both railroads is <br />assured. <br /> <br />Replying to a question from Ms. Ehrman, Ms. Brody said the staff determined <br />that about 200 acres would be an appropriate expansion.
