She <br />said she would like the City to consider sponsoring a public forum to provide <br />the public with information and an opportunity to express opinions to both <br />sides. She said she would like to participate in the development of a forum. <br /> <br />Mayor Obie directed the City Manager to develop a way of communicating <br />developments to the councilors. Ms. Wooten said the council should be <br />informed and consulted about major City actions. Mr. Holmer said all the <br />councilors should be informed. <br /> <br />B. Bicycle Ride to Fern Ridge Reservior <br /> <br />Ms. Bascom said the Bicycle Committee is sponsoring a ride to Fern Ridge <br />Reservior on April 11,1987, to demonstrate the route. <br /> <br />C. Tree-Planting Ceremony <br /> <br />Ms. Bascom said School District 4J and City officials participated in a tree <br />planting ceremony at Roosevelt Middle School at 24th Avenue and Hilyard <br />Street. <br /> <br />D. Landscaping on 7th Avenue <br /> <br />Ms. Bascom said landscaping is completed on the section of 7th Avenue that was <br />widened last year. <br /> <br />e <br /> <br />E. Landscaping on Highway 99 North <br /> <br />Ms. Bascom said former Councilor Hansen gave large tubs to the Tree and <br />Beautification Committee and said they must be used on privately owned land. <br />She said the tubs will be used to landscape the property at 1601 Highway 99 <br />North. The owner of the property will pay for putting plants in the tubs. <br /> <br />F. National Council on Public Works Improvement <br /> <br />Mr. Holmer discussed several trips he took during the council's recess because <br />he is a member of the National Council on Public Works Improvement. He said <br />the council is reviewing nine reports it has received and will sponsor a <br />national conference in the fall. The council's final report to the United <br />States President and Congress will be based on the reports, comments received <br />on the reports, and the conference. <br /> <br />In order to receive expert advice on the reports from the council, <br />Mr. Holmer said he contacted Jean Reeder, General Manager of the Eugene Water <br />and Electric Board; Christine Andersen, Eugene Public Works Director; and <br />Phyllis Loobey, General Manager of Lane Transit District.
