Obie.

I. ANNOUNCEMENT: NATIONAL COMMUNITY DEVELOPMENT WEEK

Mr. Miller said April 11 through April 18 has been declared National
Community Development Week. To observe the week, the City Council will meet
at 12:30 p.m. on Wednesday, April 15, in the Community Room of Olive Plaza.
Before the meeting, the councilors will tour local projects which benefited
from Community Development Block Grant (CDBG) funds and have lunch at the
Senior Nutrition Site in Olive Plaza. ,The nutrition site was partially funded
wi th CDBG funds.

II. PUBLIC FORUM

Mayor Obie said the Public Forum is an opportunity for people to express
opinions and provide information to the council about issues that are not
scheduled for council consideration. He said the council will not respond
immediately to the concerns expressed.

John English, 1620 I Street, Springfield, said a male strip-tease show was
held in the Eugene Community Conference Center and he does not think that is
an appropriate use for City property.

Mr. English said many people are trying to increase the economic health of
Eugene. One of the best selling points is the quality of life in Eugene and a
strip-tease show does not indicate a good quality of life. He said the show
was advertised as being at the Hilton Hotel, but the Hilton Hotel management
said the show was in the Eugene Community Conference Center. He asked the
council to review the City contract with the Hilton Hotel and to establish
guidelines about the use of City property.

Mayor Obie asked the City Manager to respond in writing to Mr. English's
testimony.

MINUTES--Eugene City Council

April 13, 1987

Page 1
