<br />e <br /> <br />Site Plan process. Ms. Briner said the University had not decided on a site <br />because it was not known that the field would have to be moved. Ms. Wooten <br />said she thought it seemed like a good idea to include site availability in <br />the Master Site Planning process. <br /> <br />John Moseley, of the University of Oregon, said the University was committed <br />to maintaining or replacing the playing field. He said that as the Master <br />Site Development plan progressed, it appeared possible to maintain the playing <br />field either in its present location or in another location on the site of the <br />property. Mr. Moseley said no specific plans had been made for an off-site <br />location for the playing field because the first objective was to keep the <br />playing field where it was or on the site. He added that in long-term <br />planning, it might become desirable to move the field to another location, <br />perhaps closer to campus, but that current plans included only a best effort <br />to keep the field on the site. <br /> <br />Mr. Rutan urged that the council continue to move ahead with establishing the <br />district. He said he understood the need for balance and compromise, given <br />the sensitivity of the site and its location, but he felt that the ordinance <br />overall was too restrictive and contained too many compromises and caveats. <br /> <br />Ms. Ehrman said developers had been given an opportunity to comment on the <br />restrictiveness of the ordinance, so she felt fairly comfortable with the <br />proposed ordinance. She said the issue of the playing fields had been <br />discussed throughout the project. She said the council had gone on record <br />numerous times recognizing the issue and indicating its hope that the <br />University would be sensitive to the issue, and she did not think the council <br />could do much else. <br /> <br />e <br /> <br />Ms. Ehrman suggested changing the language concerning bicycle parking to state <br />that "required spaces must be available no farther than two times the distance <br />(to auto parking)." Staff agreed to make that change. <br /> <br />Ms. Ehrman said she was impressed with the work on the project and thought it <br />had addressed all issues without being simply a "compromise document." She <br />said the importance of the area to the city justified any restrictions to <br />protect environmental concerns and recreational uses while accomodating what <br />was hoped to be a very successful venture between the University and the City <br />of Eugene. <br /> <br />Responding to Mr. Holmer1s concerns about Section 6 of the ordinance, Ms. <br />Decker said the council could approve the special district ordinance tonight <br />without any obligation to provide certain improvements.
