She added that she was not concerned about the delegation of <br />authority to the City Manager, but she was concerned about that particular <br />loan. Ms. Names said the committee had felt that forgiveness of debt would be <br />a vital tool for economic development, and it therefore had proposed that <br />change. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, to adopt policy <br />guideline changes recommended by the Loan Advisory Committee. <br />Roll call vote; the motion carried 4:3, with Councilors Schue, <br />Miller, and Rutan voting aye; Councilors Ehrman, Holmer, and <br />Wooten voting nay, and with Mayor Obie casting the deciding <br />vote in favor. <br /> <br />Mayor Obi e noted that Council or Bennett had requested that if the item <br />appeared likely to fail, it be postponed until he was present. He added that <br />he might bring back to the council a limitation on the City Manager's <br />authority. <br /> <br />Mr. Miller said he thought it might be wise for the council to revisit the <br />issue in order to deal with some of the concerns expressed. Mayor Obie agreed <br />and asked staff to schedule a Wednesday noon work session to deal with issues <br />before implementation. <br /> <br />It <br /> <br />Ms. Schue said she thought the program had some good features, such as the <br />involvement of the Loan Committee, but that did not preclude adjustments. <br /> <br />The Mayor adjourned the meeting of the Eugene Urban Renewal Agency and <br />reconvened the meeting of the Eugene City Council. <br /> <br />VI. FINDINGS AND AWARD OF CONTRACT FOR CAMEO ESTATES <br /> <br />Assistant City Manager Dave Whitlow noted that Items VI, VII, and VIII were <br />routine and that the City Engineer was available to answer questions. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the May 5, <br />1987, findings of the Hearings Official concerning Cameo <br />Estates and to award the contract to Wildish Corvallis <br />Construction Company.
