<br />M I NUT E S <br /> <br />e <br /> <br />Eugene City Council <br />Council Chamber--City Hall <br /> <br />June 8, 1987 <br />7:30 p.m. <br /> <br />COUNCILORS PRESENT: Debra Ehrman, Freeman Holmer, Emily Schue, Cynthia <br />Wooten, Ruth Bascom, Roger Rutan, Jeff Miller, Rob <br />Bennett. <br /> <br />The regular meeting of the City Council of the City of Eugene was <br />called to order by His Honor Mayor Brian B. Obie. <br /> <br />1. PUBLIC FORUM <br /> <br />Mayor Obie said the Public Forum is an opportunity for citizens to express <br />opinions and provide information to the council about issues that are not <br />scheduled for council consideration. He said the council will not respond <br />immediately to concerns expressed in the forum. He said police action on <br />May 7 at the Cal Young Middle School was discussed at the Public Forum on <br />May 11, 1987. <br /> <br />e <br /> <br />Kirk Kneeland, 2637 Forrester Way, discussed his feelings about police action <br />during the recent teachers' strike in School District 4J. He said five <br />teachers were pulled off the ground, handcuffed) and led to patrol cars by <br />.. police officers at the Cal Young Middle School on May 7) 1987. One of the <br />teachers was his wife. He said his wife was angry because the people being <br />arrested had done nothing to merit arrest, because the police officers were <br />showing their power, because Cal Young teachers were being made an example to <br />satisfy frustrated community members critical of police restraint) and <br />because a police officer who was dictating the arrests from across the street <br />had indicated that the teachers' actions were orderly and lawful. <br /> <br />Mr. Kneeland said his wife will have a police record. He said bitter memories <br />of May 7, 1987, will not go away for him or the staff at Cal Young Middle <br />School. He said none of the five teachers has been arraigned or formally <br />charged. He said he has not been able to obtain a police report of his wife's <br />arrest from the District Attorney's Office. He asked the council to <br />investigate the arrests. <br /> <br />Mayor Obie said he and the council have received a report of police conduct <br />during the teachers' strike.
