He said <br />he opposes the motion. <br /> <br />Ms. Schue said the City sets minimum rates for garbage collection and Eugene <br />has not had the unpleasant experiences with garbage collection that some other <br />cities have had. She said approval of the proposed ordinance is wise. <br /> <br />Ms. Ehrman said the council, the Refuse and Recycling Board, and industry <br />representatives have worked well together. She said the council decided it <br />wanted to regulate the industry as little as possible by setting minimum <br />rates. She said she is glad the new rate will be reviewed in a year. <br /> <br />Mr. Holmer thanked the staff and the Refuse and Recycling Board members for <br />their work. He said he just disagrees with them. <br /> <br />The motion carried unanimously, 8:0. <br /> <br />Council Bill 2962 was read the second time by council bill number only. <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, that the bill be <br />approved and given final passage. Roll call vote; the motion <br />carried, 7:1 with Councilors Ehrman, Schue, Wooten, Bascom, <br />Rutan, Miller, and Bennett voting aye and Councilor Holmer <br />voting nay. The bill was declared passed (and became <br />Ordinance No. 19479). <br /> <br />e <br /> <br />Mayor Obie thanked the Refuse and Recycling Board members for their work. <br /> <br />IV. PUBLIC HEARING: LOCAL AND REGIONAL SEWER USER FEE RATES <br /> <br />City Manager Micheal Gleason introduced the item. Public Works Director Chris <br />Andersen gave the staff report. She said the council held work sessions on <br />proposed sewer rates on April 22, May II, and June 2. She said the sewer rate <br />citizens pay is composed of a local and a regional rate. The Metropolitan <br />Wastewater Management Commission (MWMC) held a public hearing on the proposed <br />regional rate. The MWMC requested a reduction of five percent in the <br />operating and administration budget and use of the reserves. MWMC then <br />recommended approval of a $4.91 rate for a typical single family residence. <br /> <br />Ms. Andersen said the council reviewed four options for local sewer rates at <br />its last work session. <br /> <br />Mayor Obie opened the public hearing. He said the councilors received copies <br />of letters from Stephen Duffy, President of Eugene Linen, and Tom Kyle, Plant <br />Manager for Chef Francisco, Inc. <br /> <br />Mary Bentsen, 950 West 16th Avenue, said she would support an increase in <br />sewer rates if the council assured her the money would be used for the sewers <br />or other needed things. She questioned the council IS priorities for spending <br />money.
