<br /> military budgets increased in the early 1980s and then decreased in 1986 when <br /> the Oregon growth rate went above the national average. He said there was a <br /> e reduction in military spending in the late 1970s which created a boom in the <br /> economy here and the opposite in Massachusetts. He said a one-percent drop in <br /> the Federal military budget would create 240 new jobs in the Eugene area. <br /> Elva Shorack, 945 East 23rd, said access to the downtown would be improved by <br /> making Olive Street two-way and would provide access to the 8th and Olive site <br /> which is targeted for development. She said a driver should be able to turn <br /> west from Willamette between 11th and 15th. She said the one-way street <br /> system makes people drive many blocks out of their way. She suggested the <br /> council consider making 8th and 10th two-way. <br /> Ms. Shorack said the water was not on in the central fountain tonight and <br /> Woolworth's closed at 6 p.m. tonight. <br /> J. Maquai, 1350 Alder, discussed several European cities. He suggested a <br /> recreation director be hired to attract people to the downtown mall. He <br /> suggested puppet shows, square dancing, and more entertainment.
