military budgets increased in the early 1980s and then decreased in 1986 when the Oregon growth rate went above the national average. He said there was a e reduction in military spending in the late 1970s which created a boom in the economy here and the opposite in Massachusetts. He said a one-percent drop in the Federal military budget would create 240 new jobs in the Eugene area. Elva Shorack, 945 East 23rd, said access to the downtown would be improved by making Olive Street two-way and would provide access to the 8th and Olive site which is targeted for development. She said a driver should be able to turn west from Willamette between 11th and 15th. She said the one-way street system makes people drive many blocks out of their way. She suggested the council consider making 8th and 10th two-way. Ms. Shorack said the water was not on in the central fountain tonight and Woolworth's closed at 6 p.m. tonight. J. Maquai, 1350 Alder, discussed several European cities. He suggested a recreation director be hired to attract people to the downtown mall. He suggested puppet shows, square dancing, and more entertainment. He sa i d businesses should serve people, automobiles pollute the air, the river should be beautified, additional students should be attracted, the Saturday Market should have more space, and the Library should be expanded and located away from traffic. Ms. Ehrman closed the public hearing and said the written record would remain open until noon, July 29, 1987.
