CITY COUNCIL MINUTES: DINNER/WORK SESSION AND MEETING OF MAY II, 1987; <br /> LUNCH/WORK SESSION OF MAY 27, 1987; AND DINNER WORK SESSION OF <br /> JUNE 2, 1987 <br /> Ms. Schue moved, seconded by Ms. Wooten, to approve the City <br /> Council minutes of May 11, May 27, and June 2, 1987. The mot ion <br /> carried unanimously, 6:0. <br /> V. PUBLIC HEARING: UPDATE OF THE URBAN RENEWAL PLAN FOR THE CENTRAL <br />e EUGENE PROJECT (DISTRICT EXPANSION; DEVELOPMENT PROJECTS AND FINANCE; <br /> MALL IMPROVEMENT, PLAZA AND WILLAMETTE STREET FROM 8TH TO 10TH <br /> Ms. Ehrman said she will preside during the public hearing. She said Mayor <br /> Obie decided he has a conflict of interest and Councilor Bennett left the dais <br /> because he has a conflict of interest. <br /> Ms. Ehrman said the purpose of this public hearing is to give the council an <br /> opportunity to receive testimony about the Urban Renewal Plan Update. She <br /> emphasized that the councilors have not made a decision about the plan. They <br /> will not take action tonight. She asked people to limit testimony to two <br /> minutes. She said people representing a group may speak for five minutes. <br /> She asked people to listen to testimony and not repeat what has been said <br /> previously. <br /> Ms. Ehrman said the City Code prohibits signs and demonstrations at City <br /> Council meetings. She asked people not to indicate their feelings about the <br /> testimony. <br /> Anne Bennett, chairperson of the Downtown Commission, said the Urban Renewal <br /> Plan was adopted in 1968. The Downtown Commission has worked with the <br /> Planning Commission for 18 months on an update of the plan. (She said the Urban <br /> Renewal Plan is the City.s development strategy to accomplish the goals in the <br /> Downtown Plan.
