The motion died for lack of a second. <br /> <br />Responding to a question from Ms. Taylor, Mr. Pap6 said he thought it was logical for the prevailing party <br />in a lawsuit to be reimbursed for their legal fees. Ms. Bettman and Ms. Taylor indicated satisfaction with <br />the staff recommendation. <br /> <br />HB 3328 <br /> <br />Mr. Pap6 indicated interest in changing the status of the bill, related to energy efficiency in State-owned or <br />funded buildings, to Support with amendments. <br /> <br />Ms. Bettman agreed with Mr. Pap& She thought the bill as written was flawed in regard to the added <br />burden of apprenticeship program, but otherwise the bill was good. <br /> <br /> Mr. Pap6, seconded by Ms. Bettman, moved to Support the bill with amendments related to <br /> the apprenticeship program. The motion passed unanimously. <br /> <br />HB 3349 <br /> <br />Responding to a question from Mr. Pap6, Mr. Yeiter said the bill seemed to recognize Ballot Measure 37 <br />claims in the definition of an exclusive farm use. Mr. Heuser noted that the bill was sponsored by the <br />Oregon Farm Bureau, and recommended the bill be held over pending further discussion with the bureau. <br /> <br /> Mr. Pap6 moved to change the status of the bill to Monitor. <br /> <br />The motion died for lack of a second. <br /> <br />The committee agreed to hold the bill over to the next meeting. <br /> <br />Ms. Taylor suggested that the staff not automatically take an oppose position to the Ballot Measure 37- <br />related bills at this point in time. Mr. Heuser agreed. <br /> <br />HB 3353 <br /> <br />Mr. Pap6 requested information on the status of the bill, which would prohibit local governments from <br />imposing fees or taxes upon telecommunications providers without State concurrence. Mr. Heuser indicated <br />a hearing had been held on the bill and Mayor Kitty Piercy had attended and offered testimony. He believed <br />the City made its case at the hearing. The committee majority did not appear to be interested in moving the <br />bill forward. He said the City needed to follow the work of the Senate Revenue Committee. Mr. Pap6 asked <br />about attempts to bring the parties together. Mr. Heuser said that had not gone well, and industry <br />essentially walked away from the table and the promises they made to local governments about efforts to <br />reach compromise. The bill was essentially an attempt on the part of the industry to go back to ;;square <br />one." <br /> <br /> Mr. Pap6, seconded by Ms. Taylor, moved to change the status of the bill to Priority 1 Op- <br /> pose.
