HB 3137 <br /> <br />Responding to a question from Ms. Bettman, Ms. Walston said she had interpreted the bill, which defined <br />community groups for the purposes of land use statutes, as intending to allow community groups to have <br />legal standing in land use issues. Her recommendation to oppose the bill was based on her concern about <br />the need for local government to track what was a bona fide community organization. <br /> <br />Mr. Pap6 expressed concern about taking a position to support the bill as he felt the City did a good job in <br />defining what a neighborhood group was. <br /> <br /> Mr. Papd, seconded by Ms. Bettman, moved to change the status of the bill to Oppose. <br /> <br />Ms. Klemp indicated the bill had a hearing and was sponsored by Representative Barnhart. <br /> <br />Ms. Taylor thought the bill sounded good. Mr. Pap~ pointed out that it defined neighborhoods for the City. <br />Ms. Bettman believed the bill would narrow the definition of community groups so some groups would not <br />have standing in an appeal or suit. <br /> <br /> The motion passed, 2:1; Ms. Taylor voting no. <br /> <br />HB 3149, HB 3229 <br /> <br />Ms. Bettman wanted to raise the priority of the bill, which would create a sunset provision for all personal <br />income, corporate excise, or income tax expenditures not required under Oregon law. <br /> <br />Ms. Boyle clarified that the State would receive more revenue because the sunset would be removed. Ms. <br />Klemp indicated the bill was in the Ways and Means Committee and had received no hearing. Ms. Boyle <br />noted the bill was identical to HB 3229. <br /> <br /> Ms. Bettman, seconded by Ms. Taylor, moved to change the priority of liB 3149 and HB <br /> 3229 to Priority 2. The motion passed unanimously. <br /> <br />HB 3158 <br /> <br />Responding to a question from Ms. Taylor about why the bill proposed to reduce the time for certain causes <br />of action related to real property from ten year to five years, Mr. Svendsen said it was a way for the <br />construction industry to decrease its liability. It did not affect the City of Eugene. Ms. Taylor thought it <br />had an effect on the people who used the services of the construction industry. Mr. Svendsen agreed that <br />could be the case. <br /> <br />Ms. Klemp noted a hearing and possible work session on the bill was scheduled for April 25. She said the <br />bill was introduced by Representative Ackerman.
