2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 <br /> <br /> Prohibits discrimination against persons in specified areas of law based on sexual orientation. <br /> Defines 'sexual orientation.' Authorizes enforcement of prohibition through civil action for actual <br /> and punitive damages. Authorizes attorney fees in civil proceedings for unlawful discrimination. <br /> Requires state agencies to eliminate discrimination against persons based on sexual <br /> orientation. Establishes requirements and procedures for entering into civil union contract. <br /> Applies only to civil unions between persons of same sex. Provides that partners in civil unions <br /> have same privileges, immunities, rights, benefits and responsibilities under state law as are <br /> granted to or imposed on persons who are or were married. Takes effect on 91 st day following <br /> SB 1000 1 Support adjournment sine die. 4/21 <br /> Prohibits municipalities from regulating entry into business of telecommunications providers. <br /> Permits municipalities to impose only cost-based permit fees for telecommunications provider <br /> construction in public rights of way. Permits municipalities to impose tax on retail purchase of <br /> intrastate telecommunications services. Limits maximum rate of tax. Prohibits other taxes, fees <br /> or charges. Continuously appropriates moneys from telecommunications tax revenues to <br /> Department of Revenue for distribution to municipalities. Takes effect on 91st day following <br /> SB 1030 1 Oppose adjournment sine die. 4/28 <br /> Proposes amendment to Oregon Constitution to eliminate double majority voting requirements <br /> in property tax elections. Limits elections at which local property tax measures may be <br /> submitted to general election in even-numbered year and special election in May of any year. <br /> Refers proposed amendment to people for their approval or rejection at special election held on <br /> S JR 0014 1 Support same date as next primary election. 3/24 <br /> Proposes amendment to Oregon Constitution to create Oregon Stabilization Fund. Specifies <br /> sources of fund and conditions under which moneys in fund may be spent. Refers proposed <br /> S JR 0023 1 Support amendment to people for their approval or rejection at next regular general election. 3/24 <br /> Proposes amendment to Oregon Constitution to establish reserve fund consisting of excess <br /> tax revenues collected. Requires two-thirds vote of members of each house of Legislative <br /> Assembly to appropriate moneys from reserve fund. Refers proposed amendment to people for <br /> S JR 0029 1 Support their approval or rejection at next regular general election. 3/24 <br /> Creates crime of unlawful directing of light from laser pointer in first degree. Punishes by <br /> HB 2014 2 Support maximum of 18 months' imprisonment, $100,000 fine, or both. 3/09 <br /> HB 2015 2 Support Extends statute of limitations for certain felonies. 3/09 <br /> Requires water supplier serving more than 10,000 people to fluoridate water supply.
