Ms. Taylor asked if the people who would be compensated were underpaid. Mr. Svendsen said that <br />sometimes the State prevailing wage was higher and in some cases the federal prevailing wage was higher. <br />He noted that the issue had come up in the construction of the federal courthouse. <br /> <br /> Ms. Taylor seconded the motion. <br /> <br />Mr. Papd expressed support for the staff position. <br /> <br /> The motion passed, 2:1; Mr. Papd voting no. <br /> <br />HB 2961 <br /> <br />Ms. Bettman determined from Mr. Cushman that the bill moved the State Forensics Laboratories from the <br />Oregon State Police to the Department of Justice and represented an administrative shift in who the lab <br />reported to. It was not a Homeland Security issue. Ms. Bettman indicated acceptance of the staff <br />recommendation. <br /> <br />HB 2996 <br /> <br /> Ms. Taylor, seconded by Ms. Bettman, moved to change the status of the bill (related to ex- <br /> emptions from the prevailing wage) to Oppose. The motion passed, 2:1; Mr. Papd voting <br /> <br /> no. <br /> <br />HB 3083 <br /> <br />Responding to a request for clarification from Mr. Papd, Mr. Cushman indicated the bill was mostly related <br />to fire operations. It specified that a person working for a news organization does not commit an offense by <br />refusing to assist in fire fighting operations. The Fire and Emergency Medical Services Department had <br />expressed safety concerns about reporters being exempt from restrictions created during a fire. The bill <br />would apply to cities as well as anywhere else in the state. Mr. Papd indicated acceptance of the staff <br />recommendation. <br /> <br />HB 3143 <br /> <br /> Ms. Taylor, seconded by Ms. Bettman, moved to change the status of the bill (related to en- <br /> terprise zones) to Oppose. <br /> <br />Mr. Papd indicated opposition to the motion. He pointed out the bill would increase the number of <br />enterprise zones. <br /> <br />Mr. Braud indicated staff supported the element of the bill that removed the cap on enterprise zones.
