2005 Legislative Session IGR Commitee Bill Approval May 23, 2005 Provides that date for completing construction on works pursuant to water right permit issued to municipality may be extended beyond five years if municipality shows good cause and extension is conditioned. Defines 'construction. 'Applies to permits and final orders issued before effective date of Act. Validates actions of Water Resources Department in extending HB 3038 3 Support ~ermits issued for municipal use prior to effective date of Act. 5/12 Creates crime of operating methamphetamine lab. Punishes by maximum of 20 years' HB 3042 3 Support ~mprisonment, $375,000 fine, or both. 4/14 Allows designation of not more than three chief petitioners for state initiative or referendum measure prior to date Secretary of State approves form of petition signature sheets. Allows petition to circulate and be filed if at least one of designated chief petitioners remains as chief HB 3043 3 Neutral 3etitioner. 4/28 Directs each county sheriff's department and chief of police of city police department to adopt HB 3045 3 Oppose policy addressing whether peace officers may appear in uniform while off-duty. 4~07 Prohibits sending, receiving, possessing and breeding of exotic animals. Punishes violation of prohibition by maximum of $2,500 fine, six months' imprisonment, or both. Creates exception for possession of exotic animal by person holding personal possession permit issued by animal control agency. Exempts certain institutions, organizations and facilities. Eliminates state policy on regulating possession of exotic animals. Provides for animal control agencies to administer and enforce regulation of exotic animals. Requires animal control agencies to establish fees to cover cost of exotic animal regulation. Terminates State Department of Agriculture regulation of HB 3046 3 Support exotic animals. 4/14 Changes minimum penalty for third or subsequent conviction for providing liquor to person HB 3052 3 Support/Am under 21 years of age to $5,000 fine and 300 hours community service. 4/07 Authorizes issuance of lottery bonds for rail improvement projects. Establishes Rail Improvement Account and continuously appropriates moneys in account to Department of HB 3060 3 Support Transportation for rail improvement projects. 4/07 Authorizes city to annex territory without vote of electors in territory when more than half of owners of land in territory whose real property constitutes more than half of assessed value of all real property approve annexation in writing. Clarifies when annexation may proceed without vote of electors in city proposing annexation and when annexation may proceed without vote of electors in territory proposed to be annexed. Clarifies how annexation may proceed when there HB 3084 3 Monitor are no electors in territory proposed to be annexed. 4/14 Eliminates sunset on Department of Consumer and Business Services authority to study development and implementation of statewide program for electronic access to building codes information. Changes department authority to develop and implement limited-area pilot program to authority for permanent statewide program. Requires department to report to Seventy-fourth Legislative Assembly regarding program development and implementation.
