VI. RESOLUTIONS ESTABLISHING FUNDS City Manager Micheal Gleason introduced the item. Finance Director Warren e Wong gave the staff report. He sa i d the resolutions before the council establish new funds for the City's special assessment program. The existing funds will be terminated at the end of the fiscal year. Res. No. 4054--A resolution establishing a Special Assessment Capital Projects Fund Res. No. 4055--A resolution establishing a Bancroft Bond Fund Res. No. 4056--A resolution establishing a Short-Term Warrants Fund Res. No. 4057--A resolution establishing an Assessment Management Fund Res. No. 4058--A resolution establishing a Local Improvement Assistance Fund Mr. Holmer moved, seconded by Ms. Schue, to adopt the five resolutions. Roll call vote; the motion carried unanimously, 6:0. VII. ORDINANCE POSTPONING SOLAR SETBACK REGULATIONS e City Manager Micheal Gleason introduced the item. Jim Croteau of the Planning Department gave the staff report. He said the council decided to hold a public hearing on proposed changes to the solar setback regulations for new buildings and additions to buildings. The hearing will be in November. He said the solar setback regulations in the existing ordinance were to become effective October 1, 1987. The ordinance before the council would postpone imp 1 ementat i on of those regulations. Other parts of the solar access ordinance have been implemented. CB 2992--An ordinance regarding enforcement of the solar access regulations; amending Ordinances Nos. 19400, 19401 and 19402; repealing Ordinance No. 19490; and declaring an emergency. Mr. Holmer moved, seconded by Ms. Schue, that the bill be read the second time by council bill number only, with unanimous consent of the council, and that enactment be considered at this time.
