<br /> VI. RESOLUTIONS ESTABLISHING FUNDS <br /> City Manager Micheal Gleason introduced the item. Finance Director Warren <br />e Wong gave the staff report. He sa i d the resolutions before the council <br /> establish new funds for the City's special assessment program. The existing <br /> funds will be terminated at the end of the fiscal year. <br /> Res. No. 4054--A resolution establishing a Special Assessment <br /> Capital Projects Fund <br /> Res. No. 4055--A resolution establishing a Bancroft Bond Fund <br /> Res. No. 4056--A resolution establishing a Short-Term Warrants <br /> Fund <br /> Res. No. 4057--A resolution establishing an Assessment <br /> Management Fund <br /> Res. No. 4058--A resolution establishing a Local Improvement <br /> Assistance Fund <br /> Mr. Holmer moved, seconded by Ms. Schue, to adopt the five <br /> resolutions. Roll call vote; the motion carried unanimously, <br /> 6:0. <br /> VII. ORDINANCE POSTPONING SOLAR SETBACK REGULATIONS <br />e City Manager Micheal Gleason introduced the item. Jim Croteau of the Planning <br /> Department gave the staff report. He said the council decided to hold a <br /> public hearing on proposed changes to the solar setback regulations for new <br /> buildings and additions to buildings. The hearing will be in November. He <br /> said the solar setback regulations in the existing ordinance were to become <br /> effective October 1, 1987. The ordinance before the council would postpone <br /> imp 1 ementat i on of those regulations. Other parts of the solar access <br /> ordinance have been implemented. <br /> CB 2992--An ordinance regarding enforcement of the solar access <br /> regulations; amending Ordinances Nos. 19400, 19401 and <br /> 19402; repealing Ordinance No. 19490; and declaring an <br /> emergency. <br /> Mr. Holmer moved, seconded by Ms. Schue, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the council, and that enactment be considered <br /> at this time.
