Ms. Bascom said she prefers to interview all candidates for vacant positions. Ms. Wooten and Ms. Ehrman agreed with her. e The motion carried 4:3 with Councilors Holmer, Rutan, Miller, and Bennett voting aye and Councilors Ehrman, Wooten, and Bascom voting nay. The councilors submi tted ba 11 ots for interviewees for a vacancy on the Downtown Commission, a vacancy on the Planning Commission, and three Eugene positions on the Eugene/Springfield Metropolitan Partnership Board of Directors. Ms. Bascom suggested that Mayor Obie ask the Metropolitan Partnership Board of Directors to change the length of terms for board members so that the terms of Eugene representatives can be staggered. The other councilors agreed with her suggestion. Ms. Ehrman said the current members of the Partnership Board of Directors received more votes than any other candidates. Ms. Ehrman moved, seconded by Mr. Holmer, to re-appoint Bob Fenstermacher, Tom Hoyt, and Jeanne Wagenknecht to the Metropolitan Partnership Board of Directors for terms ending December 31, 1988. Ms. Wooten said she would like to interview Mr. Fenstermacher, Mr. Hoyt, and Ms. Wagenknecht about their contributions to the Partnership, their future plans for the Partnership, and what the Partnership has accomplished. e Mr. Rutan said it would not be necessary to interview the three since they received more votes than other candidates. Ms. Bascom suggested the three be re-appointed and then invited to meet with the council to discuss the Partnership. The motion carried 6:1 with Councilors Ehrman, Holmer, Bascom, Rutan, Miller, and Bennett voting aye and Councilor Wooten voting nay. Ms. Ehrman moved, seconded by Mr. Holmer, that the council interview all three candidates, Marcia Chambers, Ann Kahanek, and Joy Morrow for a vacancy on the Downtown Commission. The motion carried unanimously, 7:0. Ms. Ehrman said Mr. Stephens received five votes, Mr. Evans received four votes, and Mr. Davi sand Mr. Tollenaar each received three votes for the Planning Commission vacancy. e MINUTES--Eugene City Council October 26, 1987 Page 14
