A. Council Goals Session

Ms. Wooten expressed her appreciation for the quality of exchange at the
~ recent goal-setting session. She requested information about the process for
developing ideas and participation related to the goal of social issues
mentioned by Mr. Bennett.

Ms. Bascom said the National League of Cities had provided a list of concerns
with a heavy emphasis on social issues, and she suggested using that list as a
basis for examining a process.

Mr. Bennett said he understood that a decision was to be made before the start
of the next fiscal year. He asked whether issues should be suggested by
staff, by a council subcommitteet by individuals, or by someone else. Mr.
Gleason said he favored all of the above. He said the council work plan could
include suggested social agenda processes as a work item for adoption by the
council. He added that processes would include a public information component
and options with and without a subcommittee.

Ms. Bascom said she thought Seattlel s participation in the "Year of the Child"
provided an interesting example of focusing on a particular issue.

Ms. Wooten suggested exploring similar efforts by other citiest specifically
with regard to the issue of Acquired Immune Deficiency Syndrome (AIDS).

Mayor Obie said he had been pleased with the goal sessiont which he had found
to be definitive and to work well. He noted that the facilitator had not taken
a high-profile, aggressive role. Ms. Bascom said she thought this had been
~ the best session. Ms. Wooten noted that the City had trained facilitators
.., availablet but she added that it sometimes might be better to have someone
unfamiliar with council issues.

The meeting was adjourned at 6:52 p.m.

Respe~ft
/"J:;;'Z _. 7b/
/" (-".,.-/. -
Micheal D.
