e

Ms. Wooten pointed out that the council does not have a clear idea of what
property is owned by the City. She asked if the council ever got a report back
from a request several years ago to outline the properties owned by the City.

Mr. Gleason said such a report is a large undertaking. He said the request for
such a report was dropped from the council.s work plan because of the time
involved for City staff. He said a comprehensive list is complex because it
includes leases, rights of way, easements, etc. In response to further
questions from Ms. Wooten, Mr. Gleason said it would be possible to produce a
general map showing such properties.

Mayor Obie said he would also like to see a map showing City properties. Mr.
Gleason said he does not want the council to get the impression that the issue
is being handled lightly by the staff.

Res. No. 4075--A resolution adopting a development plan for
the management, marketing, and disposal of
properties acquired through default of Bancroft
contracts or lien foreclosures; and amending
Resolution No. 4031.

Ms. Ehrman moved, seconded by Mr. Holmer, to adopt the
resolution.

Mr. Holmer said the resolution is more than adequate to meet the need. He said
he does not want to give away the right to urge the manager to seek at least
the recovery of back taxes, assessments, interests, and associated costs.

e

Roll call vote; the motion carried unanimously, 8:0.

Mayor Obie asked Mr. Gleason that the council be informed about the returns of
the money acquired through the resolution.

Ms. Bascom asked if the map showing new residential properties to be put on
the market because of Bancroft failures is adequate to provide the City with
an idea of its properties. Mayor Obie said the identification problem
apparently exists only with industrial properties.

XIII. EUGENE/SPRINGFIELD METROPOLITAN PARTNERSHIP QUARTERLY REPORT

City Manager Mike Gleason introduced the item. Vicki Dietmeyer, Executive
Director for the Eugene/Springfield Metropolitan Partnership (ESMP), gave the
staff report. Ms. Dietmeyer said her report will include the last two
quarters of 1987. She said the article in The Register-Guard proved to be a
publicity boost because ESMP has received two recruitment leads since it was
published.

Ms. Dietmeyer said ESMP conducted successful investment missions to San
Francisco, Los Angeles, and San Antonio during the final quarter of 1987. She
said investment missions will playa major part in the partnerships's 1988
recruitment dri ve. lndustri all and development has been one of the most

e

MINUTES--Eugene City Council

January 6, 1988

Page 10
