PUBLIC HEARING: CODE AMENDMENT CONCERNING NOTIFICATION <br />REQUIREMENTS FOR LAND USE APPLICATIONS (CA 87-9) <br /> <br />City Manager Mike Gleason introduced the item. Jim Croteau of the <br />Planning Department presented the staff report. He said the item would <br />amend Chapter 9 of the code regarding land use applications that involved <br />the public. He said the amendment would apply to applications for <br />annexations, zone changes, planned unit developments, conditional use <br />permits, subdivisions, and sign district boundary changes. He said <br />current applications prior to public hearings required mailed notice to <br />abutting property owners two lots deep. Mr. Croteau said the Citizen <br />Involvement Committee (CIC) had expressed concern about the notice <br />requirement, and the proposal would establish a specific distance around <br />the subject property, to include all properties within 300 feet or all <br />properties within 500 feet if the application would change zoning or sign <br />district uses from residential to non-residential uses. <br /> <br />Mr. Croteau said the amount of notice would be similar to that in current <br />requirements, except in highly developed areas, where staff predicted <br />that the number of mailed notices would increase. He said the Planning <br />Commission and the CIC both had been unanimous in recommending adoption <br />of the amendment.
