Johnson <br />Application for Lane Regional Air Pollution Authority Board of Directors <br /> <br /> 1. What experience, training, and/or qualifications do you have for this <br /> particular board or commission? <br /> <br />I have over 12 years of public sector experience as an environmental engineer and air <br />quality planner, with over eight years in the area of air pollution control and regulation- <br />six years with the Lane Regional Air Pollution Authority. <br /> <br />I have in-depth knowledge and understanding of the Federal Clean Air Act, Oregon <br />environmental laws and regulations, and Lane County air quality roles, policies and <br />programs. I also have first-hand experience in the technical, financial, and administrative <br />functions of LRAPA. <br /> <br />As an LRAPA staff member, I wrote Title V Operating Permits, Air Contaminant <br />Discharge Permits, and Grant Proposals; I delivered permitting and technical assistance <br />to small businesses; and I served on LRAPA's Strategic Planning Committee. Through <br />this experience, I developed and maintained many positive relationships within Lane <br />County's business, government, and environmental communities. <br /> <br /> 2. What specific contribution do you hope to make to the board or commission? <br /> Why do you want to become a member? <br /> <br />The Lane Regional Air Pollution Authority is in a period of transition, and our <br />community is becoming divided over how we define and protect the quality of the air we <br />breathe. <br /> <br />Eugene-area residents are expressing lack of confidence in the agency, and especially its <br />board. I can bring to the LRAPA board professional expertise in the are of air quality, <br />and an understanding of the day-to-day workings of the agency- skills and knowledge <br />that are presently missing on the board, and that can help to restore public confidence that <br />the board has the expertise needed to perform its oversight role of the agency. <br /> <br />At this critical juncture, LRAPA needs an active and engaged board. I believe that my <br />skills and experience would help the board understand the range of available options for <br />solving the very real air quality problems that affect our community and County, and to <br />find win-win solutions. I would take it as my specific challenge to strive to work with the <br />representatives from other jurisdictions to reach mutually-agreeable solutions. If <br />appointed, I would also strongly encourage the board to undertake a strategic planing <br />process for the agency. <br /> <br /> Page 1 of 2 <br /> <br /> <br />
