<br />e <br /> <br />as the City planned to pour millions of dollars into building structures. <br />Mr. Kutcher said he seriously encouraged the council to take a close look <br />at the issue, and to try balancing some of the needs of the people of the <br />City regarding services with the "incredible capital outlays that this <br />proposal includes." <br /> <br />Harold Chapman, 51 Chapman Drive, referred councilors to a handout that <br />he had distributed. He said that as a result of comparing this year's <br />proposed CIP with last year's CIP, he had some questions. <br /> <br />Mr. Chapman referred to the $5 million proposal for River Road/Santa <br />Clara Lateral Sewers on Page 118. He said the top page of the handout <br />compared that figure with the $13 million listed in last year's CIP for <br />the same purpose. Although additional funding was listed for sewer lines <br />along Green Lane and Irving and Prairie roads, it appeared that the <br />proposed CIP contained about $7.5 million less for River Road/Santa Clara <br />sewers than did last year's CIP. A related question, he said, was the <br />status of the sewer safety net program, which the City was supposed to be <br />developing to assist low-income residents in financing sewer connections. <br />He said he could find no funding for that program in the draft CIP. <br /> <br />e <br /> <br />Mr. Chapman said the other six pages of his handout referred to his <br />second question, concerning the priority given to building a new fire <br />station facility to serve the northwest area of the city and the River <br />Road district in last year's CIP and the current proposal. He said the <br />facility previously had been the top priority and had been scheduled for <br />construction in 1988, but a major postponement was indicated in the <br />current draft, and even design of the station now had been moved back to <br />1991. Mr. Chapman said the Planning Commission had been told last Monday <br />that the station would be built when River Road annexed. He asked about <br />the reason for the difference in priorities and about the City1s current <br />intent regarding construction of the proposed River Road fire station. <br /> <br />Steve Andresen, 2640 University, said Page 2 of the introduction <br />discussed the background of the City's financial problems, citing <br />reductions in Federal transfer funds and revenues received from other <br />sources, such as Lane County and the State. He said those revenues were <br />indicated in Section II by the Special Funding column, but the amounts <br />received from each source were not listed. Mr. Andresen asked, for <br />example, how much State money was being received to fund a project like <br />the airport, including construction, payment of debt, and future <br />receipts. <br /> <br />Mayor Obie said staff was available to assist in reading the draft CIP <br />document and would respond to questions after the public hearing had been <br />closed. <br /> <br />e <br /> <br />David Zupan, 972 West 4th Avenue, said he had not had a great deal of <br />time to study the document, but he had spoken to people in the community. <br />Mr. Zupan said he thought it was important to speak for people who could <br />not be here tonight and to keep in mind that a lot of people who cared <br />very strongly about their concerns did not necessarily attend or testify <br /> <br />MINUTES--Eugene City Council <br /> <br />February 8, 1988 <br /> <br />Page 18 <br />
