No. 4080--A resolution of the City of Eugene, Lane Coun- <br />ty, Oregon, calling a Special Election to <br />submit to the voters of the city a measure <br />authorizing $187,600 tax on the ownership of <br />real property in the Downtown Development <br />District. <br /> <br />Ms. Bascom moved, seconded by Ms. Schue, to adopt the <br />resolution. Roll call vote; the motion carried unanimously, <br />8:0. <br /> <br />VIII. LEGISLATIVE COMMITTEE MINUTES OF MARCH 4, 1988 <br /> <br />City Manager Mike Gleason introduced the item. Ms. Schue gave a brief <br />report. She said the committee minutes are not an ordinary set of <br />minutes. She said they are a package of lobby plans for the upcoming <br />trip to Washington D.C. <br /> <br />e <br /> <br />Ms. Bascom moved, seconded by Ms. Schue, to approve the March <br />4, 1988, Legislative Committee minutes. Roll call vote; the <br />motion carried unanimously, 8:0. <br /> <br />IX. <br /> <br />FIRST READING OF ORDINANCE CONCERNING MODIFICATION OF AT&T <br />FRANCHISE AGREEMENT <br /> <br />City Manager Mike Gleason introduced the item. Warren Wong, Finance <br />Division, presented the staff report. He said the initial franchise <br />agreement was approved by the council in December 1985. He said the <br />ordinance before council represents modifications to the original <br />agreement that have been mutually agreed to by the staff and AT&T. <br /> <br />Mr. Wong said the ordinance extends the franchise another 15 years and <br />provides for a $1 per lineal foot rate for use of the City's public <br />right-of-way. This will result in approximately $20,000 to $25,000 in <br />revenue for the General Fund. <br /> <br />Mr. Bennett asked why the rate is not indexed to inflation. Mr. Wong <br />said there are varying methods of determining how much to charge the <br />franchise company.
