He said technology is changing at such a rate <br />that most cities feel the $1 per square foot is a reasonable charge. <br /> <br />Mr. Wong said it should be noted that AT&T is not installing new lines <br />for its fiber optic systems. He said the company is using PNB's existing <br />infrastructure to minimize costs, It is only in rare situations where <br />PNB does not have any conduits in the ground that AT&T will be using City <br />right-of-way.
