Ms. Wooten reported complaints about the way
forfeiture now results in the destruction of valuable merchandise (guns).
She said she was hesitant to review general forfeiture without careful
examination of ways to protect relatives and friends from becoming the
victims. Councilors Holmer, Miller, Schue, and Bennett favored the review.

Mayor Obie asked Mr. Barkovic and Lieutenant Mann to return with a proposal
for a general forfeiture ordinance that takes into account the concern for
protection expressed by Ms. Wooten.

A public hearing on the drug paraphernalia ordinance was scheduled May 9.
Mr. Gleason acknowledged the difficult job being done by Sergeant Siel and
the unit's staff.

Sergeant Siel responded to Mr. Holmer's concern about protection of property
owners by saying it is important to educate rental property owners to monitor
who rents and to seek legal redress for repairs made necessary by renters
engaged in illegal drug-related activity.

The meeting was recessed at 6:45 p.m.

Respectfully submitted,

~.~ ..1' /frZ) /lA '-
,-~~~.,.~~
'-.
