She <br />reviewed recent investment research efforts in California and discussed the <br />advantages of the Eugene/Springfield area in comparison with those of <br />Sacramento. Strengths of the local area included low utility rates and <br />property costs; property taxes were an obstacle, but enterprise zones were <br />expected to help, she said. <br /> <br />Mayor Obie commended John Lively, who recently joined the State of Oregon <br />Economic Development Office, as a valuable resource. <br /> <br />VI.
