<br />e M I NUT E S <br /> Eugene City Council <br /> Conference Center--OINeill/Williams Room <br /> June 13, 1988 <br /> 7 p.m. <br /> COUNCILORS PRESENT: Freeman Holmer, Ruth Bascom, Robert Bennett, Debra <br /> Ehrman, Jeff Miller, Roger Rutan (until 8:50 p.m.), <br /> Emily Schue, Cynthia Wooten. <br /> The regular meeting of the City Council of the City of Eugene, Oregon was <br /> called to order by His Honor Mayor Brian B. Obie. <br /> 1. PUBLIC HEARl NG: REMONSTRANCE CONCERNING IMPROVEMENTS TO HONEYSUCKLE <br /> LANE (JOB #2346) <br /> City Manager Mike Gleason introduced the item. Les Lyle, City Engineer, <br /> presented the staff report. He said the Honeysuckle Road improvement is a <br /> paving project approximately 250 feet in length. He said the improvements <br /> were initiated by a petition submitted by 75 percent of the property owners <br />e fronting the street. <br /> Mr. Lyle said the Hearings Official conducted a hearing May 31. The City has <br /> since received a remonstrance petition signed by 75 percent of the property <br /> owners. Twenty five percent of the property owners are still in favor of the <br /> improvements. <br /> Mr. Lyle said the improvements will cost an estimated $43 per front foot, <br /> which is less than projects of similar size. He said the improvements will <br /> resolve drainage and long-term maintenance problems in the area. He said one <br /> of the concerns cited by people filing the remonstrance is that they do not <br /> have enough income to support the cost. He said there are provisions in the <br /> City Code that allow deferrals of payment. Based on the minutes and the <br /> Hearings Official's recommendation, he said staff recommends the project be <br /> approved. <br /> Ms. Bascom asked about the deferral program. Mr. Lyle said the program <br /> allows property owners meeting a 62-year age limit as well as income <br /> requirements to defer the assessment until a change condition occurs. <br /> Mayor Obie opened the public hearing. <br /> Dale Fields, 3512 Sisters View, said none of the property owners on the <br /> street are in favor of the improvements.
