PUBLIC HEARING: ORDINANCE REGULATING PUBLIC CONTRACTS <br /> City Manager Mike Gleason introduced the item. Dave Biedermann, Finance <br /> Division, presented the staff report. He said the regulations described in <br /> the ordinance accurately reflect both State of Oregon and City of Eugene <br /> legal direction and operating realities necessary to perform public contract- <br /> ing responsibilities. He said they are the result of exhaustive discussion <br /> and research and were reviewed by representatives from all City departments. <br /> Mr. Biedermann said the attempt to clarify the City's public contracting law <br /> goes beyond the ordinance with administrative adoption of the Public Contract <br /> Administrative Rules, These rules layout in detail the procedures for <br /> advertising, format, bid acceptance, evaluation, and award. He said there <br /> are no significant changes from the present contracting practices of the City <br /> included in the ordinance. At the mayor's request, he said the ordinance <br /> includes provisions for review of the application and policies as a part of <br /> the annual audit. <br /> Ms. Ehrman asked about the procedure for contracting works of art. Mr. <br /> Biedermann said an evaluation process has been developed to handle the sub- <br /> jective nature of public art contracting.
