<br />e The councilors completed ballots indicating those they wished to interview <br /> for the three openings on the Downtown Commission. Reviewing the tally <br /> results, Mayor Obie said the council had chosen to interview Cordy Jensen, <br /> Richard Larson, Bjorn Olson, Roger Rich, and John Brown for the openings on <br /> the Downtown Commission. <br /> III. APPOINTMENTS: MAYOR'S NOMINATION TO THE METROPOLITAN AREA PLAN <br /> ADVISORY COMMITTEE <br /> Ms. Schue moved, seconded by Mr. Holmer, to reappoint Janice <br /> Goldberg to the Metropolitan Area Plan Advisory Committee for <br /> a term ending June 30, 1991. The motion passed unanimously, <br /> 6:0. <br /> IV. WORK SESSION: SOLAR ACCESS AMENDMENT: INFILL WAIVER <br /> Jim Croteau, Planning Department, said at a public hearing in September the <br /> council considered an amendment to the Solar Access Regulations to allow a <br /> waiver in the solar setback for lots in in-fill situations. At the close of <br /> the public hearing, Mr. Miller proposed a modification to staff's proposal <br /> that would broaden the circumstances under which a waiver could be granted. <br /> Mr. Croteau said the coun~il voted to withhold action on Mr. Miller's <br /> proposal to give staff time to analyze the effect it would have on the <br />e building stock in Eugene. <br /> Mr. Croteau said there are approximately 3,800 vacant lots in the City. This <br /> amendment would allow a waiver for approximately 14 percent of these lots. <br /> This percentage would be reduced even further after orientation of the lots <br /> is taken into account. Realistically, the waiver would apply to <br /> approximately seven percent of the vacant lots in the City. <br /> Mr. Croteau said staff recommends that the council allow opportunity for <br /> additional public input on this amendment. A tentative public hearing was <br /> scheduled for December 12, 1988., <br /> Mr. Miller said the difference between his amendment and the one proposed by <br /> staff is that his is less complicated and less restrictive than staff's. <br /> V. WORK SESSION: STATUS REPORT ON BUILDING PERMIT TURNAROUND TIME <br /> Christine Andersen, Public Works Director, distributed and reviewed a graph <br /> depicting permit volume, turnaround time for commercial permits, and plan <br /> check staffing levels for the City. She said the graph indicates how volume <br /> of activity for permitting directly relates to the resource capacity for <br /> turnaround. <br />e MINUTES--Eugene City Council October 26, 1988 Page 6 <br />
