He opposed delegating <br />such broad power to the manager with no qualification by the council. <br />Mr. Holmer said he would accept leaving reference to a ten percent rate in <br />the section of the ordinance in question, and he favored including a <br />description of the set of circumstances in which denial of a license, despite <br />the recommendation of the appointed board, would be allowed. <br /> <br />Roll call vote; the motion passed unanimously, 7:0. <br /> <br />Council Bill 4119 was read the second time by council bill number and title <br />only. <br /> <br />Ms. Bascom moved, seconded by Mr. Rutan, that the bill be <br />approved and given final passage.
