She expressed surprise that on the <br /> Loan Advisory Committee, two men represent minorities, people with <br /> disabilities, and female head-of-households. She hoped that in the future, <br /> the Women's Commission would help recruit more applicants for this particular <br /> group. <br />e Mayor Miller emphasized the importance of ongoing recruitment to provide a <br /> qualified pool of applicants when openings occur. <br /> Ms. Ehrman thanked Mayor Miller for his consideration of councilors' requests <br /> regarding appointments. <br /> Ms. Bascom moved, seconded by Mr. Bennett, to approve the <br /> Mayor's nominations as listed. Roll call vote; the motion <br /> carried unanimously, 7:0. <br /> H. Approval of Findings, Recommendations, and Minutes of Hearings <br /> Official and Approval of Improvement Project (Traffic <br /> Signal--Coburg Road and Chad Drive) <br /> Referring to the City Engineer's Order initiating the improvement, Mr. Boles <br /> expressed a concern about the percentage of the costs to be borneby the <br /> developers. Mr. Lyle said the two property owners were expected to bear 97 <br /> percent of the cost of the traffic signal, currently estimated at $138,000, <br /> including a ten percent contingency reserve. Based on current negotiations, <br /> the two developers responsible for the need for the installation of the <br /> signal would only bear a maximum of 81 percent of the cost. Mr. Boles had <br /> strong feelings that more of the cost should be born by the developers, <br /> easing the burden on Eugene's taxpaying citizens and moving in the direction <br /> of recouping the costs of development. <br />e MINUTES--Eugene City Council December 4, 1989 Page 14 <br />
