<br />e Mayor Miller opened the public hearing. <br /> Rob Willis, 827 East 35th Place, spoke against the resolution because he <br /> considered the urban renewal budget of $2 million inappropriate in its <br /> failure to address the issues and needs of the community. He supported <br /> minimizing the budget, paying off the existing obligations, and retiring the <br /> present urban renewal district. He urged the council to listen to the <br /> concerns being expressed in the community. <br /> Randy Prince, PO Box 927, opposed passage of the resolution because he said <br /> the public lacks adequate information about the urban renewal program. He <br /> encouraged the City to advertise the review of budgets more widely to promote <br /> greater public input. Specifically, Mr. Prince said he had questions about a <br /> program to purchase building facades, the parking program, and downtown <br /> employee transportation. <br /> There being no further requests to speak, Mayor Miller closed the public <br /> hearing. <br /> While he said he understood the feelings of those who testified, Mr. Holmer <br /> said discussion of the urban renewal budget should occur at the regular <br /> budget preparation time. He considered the public notice that had been <br /> provided to be adequate and said this particular resolution only adjusted for <br /> certain events that occurred since the budget was adopted in June. <br />e Ms. Bascom encouraged those members of the public interested in reviewing <br /> budgets in detail to attend the budget hearings for that purpose. <br /> Ms. Ehrman said that information about the parking program was available. <br /> Mayor Miller said that misinformation about urban renewal seemed to be <br /> fueling community opposition. He pointed out that urban renewal has produced <br /> some positive changes in the community and is being used effectively in many <br /> other cities. <br /> Res. No. 943--A resolution adopting a Supplemental Budget; <br /> making appropriations for the Urban Renewal <br /> Agency for the Fiscal Year beginning July 1, <br /> 1989, and ending June 30, 1990. <br /> Ms. Bascom moved, seconded by Mr. Bennett, to adopt the <br /> resolution.
