The Commission requests the City Council to approve its FY18 Work Plan. <br />BACKGROUND <br />FY17 Annual Report Summary <br />Over the past year, the Sustainability Commission has provided public comments to City Council, <br />including in support of the 2016 Climate Recovery Ordinance (CRO) amendments, on the <br />Transportation System Plan (TSP) in support of City Council opposition to the construction of the <br />Dakota Access Pipeline, and asking for information on the process to divest from US Bank. In <br />addition, the Commission sent advisory comments to Council and staff on several topics including <br />the TSP, the Urban Growth Boundary expansion and the Belt Line Hwy. Representatives of the <br />Sustainability Commission served on other groups including the Mayor's Ad Hoc CRO Work Group <br />and the Moving Ahead Sounding Board. The Commission convened three committees to work on topics <br />related to Land Use and Transportation Planning, Climate Change Mitigation and Resilience and Tiny <br />Houses. Lastly, in the Commission's work to build group capacity, they developed and adopted a set of <br />new working agreements to guide Commission operations. <br />FY18 Work Plan Summary <br />The proposed FY18 Work Plan identifies six areas of work for the Commission: 1) the Climate and <br />Energy Action Plan (CEAP) 2.0 update, 2) the TSP implementation plan, 3) housing, 4) Envision <br />Eugene, 5) capacity building, and 6) emerging issues. The first four areas emphasize adding value to <br />existing organizational efforts by providing input and analysis using a triple bottom line lens. The fifth <br />item will engage the Commission in completing facilitation training, liaising with other boards and <br />commissions and implementing aspects of the working agreements. <br />The Commission developed its FY18 Work Plan through a series of discussions in which <br />Commissioners weighed their ability to add value to each issue from a triple bottom line perspective. <br />COUNCIL OPTIONS <br />Council may: <br />1. Approve the FY18 Work Plan. <br />2. Approve the FY18 Work Plan with amendments. <br />3. Ask the Commission to revise its FY18 Work Plan and return on a later date. <br />4. Not approve the FY18 Work Plan. <br />
