A.-Ok Attachment A <br />WSustainability Commission <br />Annual Report -Fiscal Year 2017 <br />Introduction <br />On October 17, 2016, the Sustainability Commission presented its fiscal year (FY) 2017 Work Plan to <br />City Council and provided a revised final version of the Work Plan to Council in November 2016. The <br />FY17 Work Plan reflected the Commission's intent to work on issues in four specific areas, but also its <br />intent to allow for flexibility to address issues as they came up. <br />The priority topics included: <br />• Land Use and Transportation <br />• Climate Change Mitigation and Resilience <br />• Envision Eugene <br />• Sustainable Economic Development <br />FY17 Work Plan Progress <br />Progress on the four priority topic areas presented in the FY17 Work Plan was significant, though <br />limited. Accomplishments are listed below. <br />• Public Comment to City Council. The Commission provided public comments to City Council on <br />numerous occasions, including in support of the 2016 Climate Recovery Ordinance (CRO) <br />amendments (adopted), on the Transportation System Plan (approved with amendments), in <br />support of City Council opposition to the construction of the Dakota Access Pipeline, and asking <br />for information on the process to divest from US Bank. <br />• Written Communication to Council and Staff: The Commission sent advisory comments to <br />Council and staff on several topics, with varying effect. <br />o After the Commission provided comments on the TSP, Commissioners were pleased to <br />see revisions in the plan to improve alignment with the Climate Recovery Ordinance, and <br />to see Council direct staff to develop a TSP Implementation Plan focusing on achieving <br />CRO and Vision Zero goals. <br />o The Commission commented in support of the UGB Expansion for Jobs, Schools and <br />Parks, and consider the environmental justice aspects of this plan to be an important step <br />toward equity for residents of west Eugene. <br />o Our comments on Belt Line did not affect the status of this project in the TSP <br />• Representing Sustainability Perspective on Other Bodies. As representatives of the <br />Sustainability Commission, Commissioners served on other groups including the Mayor's Ad Hoc <br />Work Group on the CRO and the Moving Ahead Sounding Board. <br />Commission and Committee Meetings. The Commission held eleven monthly meetings in <br />FY17, and offered opportunity for public comment at each of these meetings. In addition, the <br />Commission created committees to work on topics related to Land Use and Transportation <br />Planning and Climate Change Mitigation and Resilience. These committees met regularly <br />throughout the year.
