ATTACHMENT B <br />Riverfront Renewal Guides Framework <br />Advisory Committee for the Riverfront Urban Renewal Plan <br />The concept for the Riverfront Renewal Guides (River Guides) for the Riverfront Urban Renewal <br />Plan comes from Section 900 of the 2004 amended Plan, which calls for a committee authorized <br />by the renewal agency board of directors to advise on the activities of the District. Section 700 of <br />the Plan sets out that the Agency Board is to approve all projects, other than loans, in excess of <br />$250,000. When appropriate, the River Guides can provide input on those projects. <br />Charter <br />Advise on the activities of the District. (One of the primary focuses within the District will be <br />with the riverfront redevelopment, which could involve investments in infrastructure, roads, <br />sidewalks, rail road access, housing, commercial, and a world class park.) <br />Expectations of Members <br />• Have or develop a basic understanding of the projects and requirements authorized in the <br />Riverfront Urban Renewal Plan. <br />• Meet as needed, review meeting materials, provide input to advise on best outcomes for the <br />community. <br />Membership Guidelines <br />• A total of seven members that represent the richness of the community's perspectives, <br />neighborhoods and population demographics <br />• Seek a balanced mix of constituent representatives*, including but not limited to: <br />o Riverfront stakeholder(s) (resident, property/business owner) <br />o Representative (s) from the general public <br />o Member(s) with development/financial/architecture expertise <br />o Member(s) with ecological/sustainability/river conservation group expertise <br />o Member(s) on other City committee(s) (e.g. Budget Committee, Human Rights <br />Commission, Housing Policy Board, Quiet Zone Panel, Parks & Rec Board, Sustainability <br />Commission, Planning Commission) <br />o Riverfront partner agency(s) (e.g. U0, LTD, Parks Foundation) <br />• Terms not to exceed the life of the Riverfront District (approximately seven years) <br />• A long-term commitment to serve is preferred but not required <br />• The committee will select a Chair and Co -Chair who will serve for one year periods. The <br />Chair will work with staff on meeting agendas and processes. <br />* One person may be able to represent more than one interest (for example, a riverfront resident <br />with financial expertise). <br />Membership Selection Process <br />• Mayor compiles a list of individuals and recommends seven for Agency Board consideration <br />in October 2017. <br />
