PUBLIC FORUM <br /> There were no requests to speak. <br /> II. CONSENT CALENDAR <br />e A. Approval of City Council Minutes of September 11 Dinner Work <br /> Session; July 10, July 24, August 16, September 13, and September <br /> 18 Council Meetings. <br /> Mr. Boles asked that the words II. .and negative. .11 be added to item G. <br /> on page 3 of the minutes of September 18, after the word IIpositivell in the <br /> sentence: "Mr. Boles viewed these charges as part of an equation that <br /> recognizes the positive financial impact developers have on a community.1I <br /> Ms. Schue moved, seconded by Mr. Holmer, to approve the items <br /> on the City Council Consent Calendar as corrected. Ro 11 ca 11 <br /> vote; the motion carried unanimously, 7:0. <br /> III. PUBLIC HEARING: ORDINANCE ESTABLISHING THE EUGENE HOSPITAL AUTHORITY <br /> City Manager Mike Gleason introduced the topic. <br /> Ms. Bascom excused herself from consideration of the matter because of a <br /> perceived potential conflict of interest. Ms. Schue assumed the role of <br /> chair. <br /> Finance Director Warren Wong presented the staff report.
