Mr. Seils said that <br /> he did not feel that imposing this new law would decrease the manufacture or <br /> sale of drug paraphernalia. He noted that this law is difficult to enforce <br /> because the State must prove that an individual is selling drug paraphernalia <br /> with the knowledge and intent that it will be used in an unlawful manner.
