<br /> --- -~ <br /> e As the newest councilor, Mr. Green added that Mr. Gleason had been helpful in <br /> orienting him to his new role and in directing Mr. Green in how to pursue his <br /> own concerns. <br /> As an experienced councilor, Ms. Bascom recalled an earlier evaluation in <br /> which Mr. Gleason was advised to lImellow" and she thought he had responded to <br /> this direction. <br /> Mr. Holmer said that although he has more concerns and suggestions for <br /> improvement than other councilors, he hoped not to be misunderstood as <br /> feeling that Mr. Gleason fails to do as good a job as the council has trained <br /> him to do. Mr. Holmer stated his objective as being to help Mr. Gleason be <br /> the best. <br /> At this point, Mayor Miller asked whether the council concurred that Mr. <br /> Gleason should be given high marks on his performance and that the <br /> suggestions that were made for improvement should be used to develop a format <br /> for review next year. <br /> Ms. Bascom moved, seconded by Mr. Bennett, that the council <br /> give Mr. Gleason its vote of confidence and that the council <br /> indicate its support for Mr. Gleason so that as he acts in <br /> the community, he does so at the direction of and on behalf <br /> of the Eugene City Council; with the suggestions for <br /> improvement made during the evaluation session part of that <br /> direction by the council. The motion passed unanimously, <br /> e 8:0. <br /> Mr. Gleason expressed his appreciation for the support of the council and <br /> emphasized the importance of public service. For the city manager form of <br /> local government to function effectively, Mr. Gleason said that the <br /> administration and policy direction must work in harmony, but it is sometimes <br /> difficult to differentiate between them. He felt that discussion of those <br /> boundaries is helpfu~, an~ he applauded the council for its effort to do that. <br /> Mayor Miller commended Mr. Gleason for requesting an open session for his <br /> performance evaluation.
