- I

.

-

-

CITY COUNCIL GOAL SETTING SESSION
FEBRUARY 17-18, 1989

Present: Mayor Miller; Councilors Ehrman, Schue, Bennett, Boles, Green,
Bascom, Rutan, and Holmer. (Schue arrived late)

Facilitator: Sharon Thorne

FRIDAY, February 17, 1989; 4:00 p.m., Treehouse Restaurant

Sharon Thorne began by reviewing the agenda for the Goal Session. Friday's
activities include a round table discussion by each Councilor of his/her
personal goals for 1989; a summary of the efforts and accomplishments of the
1988 goals; a review of the Council communication ground rules; dinner; and
setting the agenda for Saturday's work; and a discussion of the recommendation
from the Council Committee on Committees regarding revisions to the Budget
Committee process. Sharon presented a summary of her issue survey and inter-
views with the Councilors including the major topics mentioned by Councilors as
being important, and how the Council as a group perceived the goal setting
process.

Rutan suggested that the there was a great deal to work on and that the group
work during dinner. The Council agreed to do this.

Sharon then asked each member of the Council to share something that might be a
goal in his/her life but may not necessarily be related to the Council;
something that he/she would wish to share with the group.

Green began the round table discussion by thanking the other members of the
Council for the unanimous vote on his appointment to the Council. He said that
he is to learn more about the issues, and that it is also a good opportunity to
establish where the group is going. He wants Eugene to be one of the 10 best
cities in the United States and feels that it can be accomplished. Erhman
asked about Green's school status. He replied that will graduate at the end of
this term and that after graduation he wants to become a high school teacher.

Bascom then shared with the group her pleasure in being an old timer on the
Council. She said that she was also pleased to be the Council president this
year. She discussed her goals for the next fours years by beginning with a
discussion of her work since 1981 on the Eugene Bikeway System. In that time
she wrote and marketed a book about the Eugene Bikeway System. Today, she took
the last few copies to the Public Works Department as the book is now out of
print. She is interested in alternative forms of transportation, and in the
next four years would like to see the completion of the East Bank bikeway from
Owosso to Valley River Center. The problem in the past has been the property
around Marist High School, but

Rutan shared items of a personal nature; 1989 will be an important year for his

DRAFT COUNCIL GOAL SESSION

PAGE 1
