Holmer also <br />asked about the review of the CIP. Rutan responded that the Budget will review <br />only the first year of the CIP, because beyond that it is redundant. <br /> <br />Rutan said that Councilors can bring any ideas to the Budget Committee, but not <br />to the Council after the Budget Committee has passed on the budget. Holmer <br />asked what would happen if new information or facts were obtained after the <br />Budget Committee passed the budget, but before the Council adopted it. Ehrman <br />responded that new facts were okay, but new issues were not. Boles discussed <br />the possibility that an item could be defeated 11-5 in Budget Committee, but <br />pass with the Council on 5-3 vote. Rutan wondered if the Budget Committee <br />represented a defacto vote of the Council. Schue mentioned that a part of the <br />problem last year was the failure on the part of some councilors to attend all <br />of the budget committee meetings. <br /> <br />Bascom them moved and Bennett seconded that the Council adopt the proposed <br />revisions to the Budget Committee schedule for the FY90 budget.
