The same was true for the library <br />issue. <br /> <br />Finally, the Council agreed to use a process session to discuss a charter <br />amendment regarding the Council's involvement in appointment of staff and <br />departmental reorganizations. <br /> <br />Before the Council began the discussion of the items, Ehrman indicated that she <br />would make a report to the Budget Committee on the changes to the Budget <br />Committee schedule that the Council adopted at the February 17, 1989 session. <br /> <br />The group then began work on the goals. It was decided that the Metro Partner- <br />ship and Economic Development could be grouped together as one goal, but that <br />they would be discussed separately. <br /> <br />Gleason then gave a report on the status of the Metro Partnership. He said <br />that the partners (i.e. the Board of Directors) went through an assessment of <br />how the partnership should be organized, and through this assessment have <br />reaffirmed that the partnership needs to exist. It is seen as a valuable <br />economic development tool, but some of the parties involved feel a need to <br />redefine how the organization works and how is carries out it broad mission. <br />Gleason said that he feels the partnership needs to do more to integrate <br />resources and be less of a "stand alone" agency. More players need to be <br />involved such as LCC and the State, and the partnership should be the piece of <br />the picture which integrates the various parts. He mentioned the fact that the <br />private sector side of the Partnership was interested in making a connection <br />with the World Trade Council, and that the state is also interested in making <br />connections with foreign trade relationships. In sum, he said that this in not <br />the time to walk away from the Partnership, but it is the time to reassess the <br />Partnership's organization and focus. <br /> <br />Boles asked if there was a forest products component within the Metro Partner- <br />ship. <br /> <br />Gleason responded that there was a forest products council and that was the <br />unit dealing with forest products concerns. <br /> <br />Holmer wondered who would be in charge if a the current Partnership organiza- <br />tion were changed. <br /> <br />DRAFT COUNCIL GOAL SESSION <br /> <br />PAGE 2 <br />
