<br />e <br /> <br />e <br /> <br />Miller responded that the City must find a way to deal with the larger issue of <br />urban services and that the annexation issue is just one piece of the urban <br />strategy issue. <br /> <br />Rutan said that the City needs to develop a new strategy around annexation, as <br />the current plan was not working. He also said that we have a sewer problem <br />and that it needs to be fixed, and that annexation is a part of the whole <br />issue. <br /> <br />Ml11er asked how the joint provision of urban services fit in to this issue, <br />and how it could be framed as a goal. <br /> <br />Rutan responded that the City needs to develop a new annexation strategy. <br /> <br />Miller then discussed his efforts concerning combined metro services, such as <br />911, fire response and the like. He said that there are saving potential in <br />the administrative costs of these services. He also mentioned that this issue <br />is still at the discussion level only. <br /> <br />Rutan asked what time frame the Council had in mind around this issue. <br /> <br />Boles commented that the piecemeal approach will not work with the annexation <br />issue. <br /> <br />Miller then suggested that the goal for this issue be to look at possible <br />economic efficiencies with other government agencies. <br /> <br />Ehrman asked if this topic also included intergovernmental issues. She said <br />that she was disappointed with EWEB in their response around the library issue. <br /> <br />Rutan suggested that relationships with EWEB could be improved if the parties <br />would call each other before the issues hit the media, so that all parties <br />would know what was happening. <br /> <br />The group then decided that they were satisfied with the discussion of the <br />urban strategy topic and then moved on the public safety topic. <br /> <br />Ehrman began the discussion by noting that drugs and crime were a major problem <br />for not only the community but for the entire country. She wondered how the <br />problem could be solved, and said that more money hardly seems to make a dent <br />in the problem. <br /> <br />Rutan agreed that this was an issue about which they were all concerned. But, <br />he felt that there was a need to define the problem in more specific areas, and <br />especially in terms of how the City can address the problem to make some <br />impact. He suggested that the crime issue may be a priority issue for members <br />of the Council and that some others items might have to come off the priority <br />list to make room for it. He felt the Council needed to discuss the matter to <br />assess how bad the problem was and what steps should be taken to resolve the <br />issue. <br /> <br />DRAFT COUNCIL GOAL SESSION <br /> <br />PAGE 16 <br />
