<br />. <br /> <br />e <br /> <br />Green discussed his work with kids in sports and schools. He said that kids <br />are falling into crime because there is not enough for them to do. He said <br />kids need to get involved, and that the police should playa positive role for <br />kids. He suggested that police officers could be involved in park programs and <br />provide a positive role model for kids, because it is important to reach kids <br />when they are young. He suggested that supervised park programs be put in <br />place as a way to reach kids and address crime via the prevention mode. <br /> <br />Ehrman commented that the Youth Commission had put forth a request for more <br />youth oriented services and activities. <br /> <br />Miller wondered what impact additional services would have on the budget. <br /> <br />Boles commented that the Council could choose to reconsider the financial <br />stability issue and look at the resource question. <br /> <br />Bennett responded that now was not the time to look for additional revenues. <br /> <br />Rutan said that he didn't feel it was necessary to look at additional resour- <br />ces. In his opinion the City has enough resources, but needs to look at <br />priorities and how to use resources to address those priorities. <br /> <br />Ehrman commented that if the library vote passed, the Council will have to look <br />at additional resources. <br /> <br />Gleason responded that the financial stability issue had been a year long <br />process and it had been very instructive. He then outlined his proposal (which <br />he previously presented to the Council) on how the budget would be balanced in <br />the next two years. He also said that after the budget was balanced as per his <br />plan there would be very little for any new actives, and thus it would come <br />down to a matter of choices. <br /> <br />The discussion then turned specifically to the issue of financial stability. <br /> <br />Boles said that there are new revenues out there and that at some time he would <br />like to revisit the financial stability issue. <br /> <br />Then the Councilors discussed how they would rank these goals. It was decided <br />that the Committee on Committees would review these goals and then make <br />recommendations to the Council for further discussion and approval. <br /> <br />The meeting was adjourned at approximately 4:30 p.m. <br /> <br />DRAFT COUNCIL GOAL SESSION <br /> <br />PAGE 18 <br />
