<br />use. <br /> <br />The amendments do not affect the transition from rural to urban land use, as the project area is <br />centrally located to the Metro Plan and is entirely within the Eugene-Springfield UGB. Therefore, <br />Statewide Planning Goal 14 does not apply. <br /> <br />Goal 15 - Willamette River Greenway: To protect, conserve, enhance and maintain the natural, <br />scenic, historical, agricultural, economic and recreational qualities of lands along the Willamette <br />River as the Willamette River Greenway. <br /> <br />Portions of the project area are within the boundaries of the Willamette River Greenway. As found <br />under Goal 2 above, which is incorporated herein by reference, a goal 15 exception is required by <br />Policy D.ll of the Metro Plan and the applicant meets the requirements for an exception to Goal 15. <br />Based on these findings, the proposal complies with Statewide Planning Goal 15 as excepted. <br /> <br />Goal 16 through 19 - Estuarine Resources. Coastal Shorelands. Beaches and Dunes. and Ocean <br />Resources: <br /> <br />There are no coastal, ocean, estuarine, or beach and dune resources related to the property affected <br />by these amendments. Therefore, these goals are not relevant and the amendments will not affect <br />compliance with Statewide Planning Goals 16 through 19. <br /> <br />(b) Adoption of the amendment must not make the Metro Plan internally inconsistent. <br /> <br />The applicant proposes to amend the Metro Plan text of Policy D.ll to allow the placement of fill <br />within the Willamette River greenway for the construction of the 1-5 Willamette Bridge Project. As <br />found below, this text amendment will not create an internal conflict with the remainder of the <br />Metro Plan. The applicant provided detailed findings intending to show how the Metro Plan text <br />amendment is consistent with the policy direction contained in the Metro Plan. To the extent that <br />they may be applicable, the applicant's findings are also incorporated herein by reference. <br /> <br />The following Metro Plan polices are applicable to this request: <br /> <br />B. Economic Element <br /> <br />B.18 Encourage the development of transportation facilities which would improve access to <br />industrial and commercial areas and improve freight movement capabilities by <br />implementing the policies and projects in the Eugene-Springfield Metropolitan Area <br />Transportation Plan (TransPlan) and the Eugene Airport Master Plan. <br /> <br />While the expressed language of this policy may not be mandatory, the applicant's findings are <br />provided as further support for the proposed amendments. Replacing the decommissioned 1-5 <br />Willamette River bridge with two new bridges, and associated improvements, will maintain the <br />access, mobility, and freight movement capabilities that the decommissioned bridge and temporary <br />detour bridge have provided.
