<br />As described in TransPlan, the intent of this policy is to support the design and construction of <br />systems and facilities that accommodate multiple modes. However, it also supports consideration of <br />the needs of emergency vehicles in the design and construction of system improvements. 1-5 across <br />the Willarnette River is an existing transportation facility identified in Transplan and the OHP. <br />Because the original 1-5 bridge is structurally deficient and had to be decommissioned, new <br />permanent bridges are needed to address the safety and mobility needs of motorists and facilitate <br />efficient movement of emergency vehicles between the north and south sections of Eugene and <br />Springfield. The new permanent replacement bridges will be designed to meet applicable state and <br />federal safety and mobility standards. The temporary detour bridge cannot accommodate the safety <br />needs of motorists because it does not meet current seismic standards and the construction methods <br />used to build it only met environmental requirements as they applied to temporary, not permanent, <br />structures. <br /> <br />Comments were received stating that (to summarize) the bridge provides a crossing of Franklin <br />Boulevard and the railroad and provides an opportunity for those crossing to be made available to <br />pedestrians and bicyclists, and since the replacement is not accommodating such a crossing, the <br />applicant has insufficient analysis addressing the mobility and safety needs of bicyclists and <br />pedestrians. As previously discussed under Goal 8, Recreation which is incorporated herein by <br />reference, the applicant proposes a continuous route across ODOT right-of-way for the <br />bicycle/pedestrian pathways to be maintained on both the north and the south sides of the river <br />during construction. In the context of the proposed plan amendments, this adequately addresses <br />mobility and safety for bicyclists and pedestrians as these are the existing bicycle and pedestrian <br />facilities affected by the proposed amendments. <br /> <br />Existing bicycle/pedestrian connections between the Laurel Hill Valley area and Alton Baker Park <br />(and other areas north of the Willamette River) exist via Riverview, then westerly along the <br />widened sidewalk on the south side of Franklin Boulevard to Walnut Street (where there is a <br />signalized crossing of FranklinlORE99/BusinessORE126), northeasterly to an underpass beneath <br />the railroad, then east to the Knickerbocker Bridge which connects to the southbank path and Day <br />Island area that have connections to the canoe canal bridge and bike path north along the west side <br />of 1-5 to Martin Luther King Jr. Boulevard. The applicant proposes to maintain a continuous <br />bicycle/pedestrian pathway along the south (and north) side of the river through construction. <br />Additionally, TransPlan has identified some improvements (unfunded projects) to the local system <br />between the W alnut/Garden Avenue path connections to the Knickerbocker Bridge and path <br />connections within Alton Baker Park. Furthermore, while the policies do not require a new <br />pedestrian and bicycle connection in conjunction with this plan amendment, the applicant is not <br />prohibited from incorporating a new pedestrianlbicycle element into their facility. <br /> <br />Additionally, the findings under Statewide Planning Goal 12 regarding transportation are <br />incorporated herein by reference as demonstration of consistency with this policy. Based on these <br />findings, this policy is met. <br /> <br />F.15 Motor vehicle level of service policy: <br />a. Use motor vehicle level of service standards to maintain acceptable and reliable <br />performance on the roadway system.
