<br />Exhibit B <br /> <br />Findings <br /> <br />1-5 Willamette Bridge Project <br />(Eugene file RA 08-1) <br /> <br />Refinement Plan Text Amendment (RA 08-1) (City of Eugene decision only) <br /> <br />The proposal includes a text amendment the Willakenzie Area Plan, a City of Eugene refinement <br />plan, to allow the placement offill within 35 feet from the top of bank of the Willamette River for <br />the 1-5 Willamette Bridge Project. The project includes replacement of the 1-5 bridges over the <br />Willamette River and Canoe Canal (Patterson Slough), including construction and later removal of <br />one or more temporary bridges, demolition of the original and detour Willamette River and Canoe <br />Canal bridges, construction of replacement bridges, reconstruction of the roadway approaches to the <br />bridges, rehabilitation of project area, and completion of any required mitigation. <br /> <br />EC 9.8424 requires that the following criteria (in bold and.italic) be applied to a Refinement Plan <br />amendment. <br /> <br />(1)( a) The refinement plan amendment is consistent with the Statewide planning goals. <br /> <br />With respect to the proposed refinement plan and Metro Plan amendments, the applicable Statewide <br />planning goals are evaluated under EC 9.7730(3)(a) of the Metro Plan Amendment findings (see <br />Exhibit A). As incorporated herein by reference, these amendments are found consistent with the <br />Statewide planning goals. <br /> <br />(l)(b) The refinement plan amendment is consistent with the applicable provisions of the Metro <br />Plan. <br /> <br />With respect to the proposed refinement plan and Metro Plan amendments, the applicable <br />provisions of the Metro Plan are evaluated under EC 9.7730(3 )(b) of the Metro Plan Amendment <br />findings (see Exhibit A). As incorporated herein by reference, these amendments are found <br />consistent with the Metro Plan. <br /> <br />(1) (c) The refinement plan amendment is consistent with the remaining portions of the <br />refinement plan. <br /> <br />The Willakenzie Area Plan (W AP) encompasses an area north of the Willamette River and west of <br />1-5, which would be affected by the 1-5 Willamette Bridge Project. The W AP text amendment to <br />allow the placement offill within 35 feet of the top of bank of the Willamette River is determined to <br />be consistent with remaining portions of the refinement plan as discussed below. <br /> <br />The applicant provided detailed findings regarding how the W AP text amendment is consistent with <br /> <br />Exhibit B - Findings <br />Page 1 <br />
