Cooperate with other jurisdictions to make the most efficient use of available funds in <br />achieving beautification of Eugene's entrances. <br /> <br />4. When evaluating designs for entrance beautification projects, give preference to designs <br />which reduce long-term maintenance costs. <br /> <br />W AP Land Use Element Policy 4 recognizes 1-5 as an entrance corridor. The applicant has provided <br />conceptual illustrations of possible bridge designs (written statement, pages 9-10) although no <br />specific design is proposed at this time, nor is a specific design typically necessary in the context of <br />plan amendments. Replacing the decommissioned 1-5 Willamette River Bridge and associated <br />improvements is consistent with that categorization as an entrance corridor and, for all practical <br />purposes, necessary for 1-5 to retain this designation. Additionally, as discussed under the Goal 15 <br />exception criteria OAR 660-004-0022(6)(a) (see Exhibit A) and under Transportation Element <br />Policy 4 below, which are incorporated herein by reference, bridge design aesthetics is the subject <br />of other on-going public participation processes. In the context of the plan amendment, and <br />including the additional public outreach processes on design and local permitting processes, the <br />proposal is consistent with this study. <br /> <br />Transportation Element <br /> <br />1. The transportation network within the WiUakenzie area shall be planned and designed to <br />ensure: a) preservation of existing neighborhoods; b) an adequate system of arterials and <br />collectors for the efficient movement of through traffic; and c) the preservation of the use of <br />local streets for local traffic. <br /> <br />The functional classification map identifies 1-5 (including bridges over the Willamette River and <br />Canoe Canal) as a major arterial. With regard to (b) and (c) above, 1-5 cannot adequately provide <br />for the efficient movement of traffic through the Willakenzie area without replacing the unsafe, <br />structurally deficient decommissioned bridge with a new river crossing. The amendment to <br />Neighborhood Design Element, Use Management Standard 1 (Willamette River Greenway), <br />addressed below, is necessary to ensure continued compliance and to maintain plan consistency <br />with this Transportation Element Policy 1. With regard to (a) above, as previously stated, the <br />project will occur within existing right-of-way and right-of-way easements. Some temporary <br />staging locations are located outside of the right-of-way, however those are temporary in nature and <br />the applicant proposes to re-store those areas upon project completion. Since no non-infrastructure <br />areas will be permanently converted to ODOT use for this project, as proposed, this project will <br />contribute to preservation of existing neighborhoods consistent with this policy. <br /> <br />4. The City shall provide for improvements to designated entrance corridors, including those <br />in County and State jurisdictions, in conjunction with construction or reconstruction <br />projects affecting those streets. <br /> <br />4.1.
