What is your response to this? <br /> <br />None of us are ornithologists or have studied <br />the heronry in great detail. We looked at <br />literature work by Dr. Werschkul on the impact <br />of human disturbances -- road construction and <br />logging -- on some coastal heronries. We came <br />to general conclusions as land use planners, <br />based on that literature. <br /> <br />As .to the agricultural use of the island, <br />Mr. Babb indicated there was no farming <br />activity prior to 30 years ago. Can you verify <br />this statement? I believe there is a longer <br />history of agricultural activity. <br /> <br />Historically, there were some hop orchards on <br />the island. When the river changed course and <br />access to the island was cut off, Mr. Babb told <br />me there were people who drove cattle onto the <br />island and used it for grazing. Further, that a <br />new river channel was cut in 1929 that created <br />the island, so it is not inaccurate to say that <br />as much as 30 years may have gone by where <br />there was no active agriculture. Recent <br />agriculture only started after the bridge was <br />constructed. I don't think Mr. Babb was <br />trying to misrepresent the history of the <br />island. <br /> <br />Cynthia Wooten then requested Jim Greer, Oregon Department of Fish <br />and Wildlife, to come forth to respond to recommendation 5. However, <br />he was no longer at the meeting. <br /> <br />Q: <br /> <br />Mark Lindberg <br /> <br />A: <br /> <br />Jim Farah <br /> <br />Pertaining to recommendation 5, would it be <br />legal if in the Plan, the area designated as <br />natural resource had a "grandfather" clause <br />which would permit the owner to continue <br />operations in that area, with a negotiated <br />control process? Should the ownership change, <br />then the designation would revert to strictly <br />natural resource. <br /> <br />The Goal 5 evaluation is intended to balance a <br />series of conflicting activities. It would be <br />improper to set forth mechanisms that would <br />obliterate the ability to mine the sand/gravel <br />resource. The Plan might be open to challenge <br />if that were do~ This is a precarious balance <br />situation which we are striving to maintain.
