<br />He concurred with Gretchen Miller regarding not having another EI~cted <br />Officials Coordinating Committee meeting. He asserted that there was no <br />reason the committee need be reactivated. Further, he had been <br />working on the Plan for five years and felt it was time to finish it. <br /> <br />Mayor Keller declared the intent of the meeting was to attempt a <br />compromise and some decision-making. Each jurisdiction would take a <br />tentative vote of approval or disagreement on the motions made. <br /> <br />Mayor Lively requested Springfield Council vote on approval of Goal 5 <br />with the inclusion of recommendations 4 and 5. <br /> <br />MOTION: <br /> <br />Gene Hulett MOVED that Goal 5, including recommendations 4 <br />and 5, be approved. Springfield Council PASSED motion. <br /> <br />Mayor Keller called for a vote from the Eugene Council. <br />CARRIED 3-2 for Eugene Council. <br /> <br />Motion <br /> <br />Harold Rutherford stated he had a question to be answered before the <br />Board voted on the motion. <br /> <br />Q: Harold Rutherford What is the justification for the inclusion of the <br />Christensen property (tax lot 500) in the <br />wetlands? <br /> <br />A: Jim Farah Staff talked about this matter late this <br />afternoon and feels it would be appropriate to <br />delete reference to tax lot 500 in the Willow <br />Creek Basin. Instead, recommendation 12 <br />(which states that efforts should be continued <br />to acquire tax lot 500, either th rough a private <br />nonprofit organization or a public body, so that <br />the boundary of the natural resource area <br />would exclude tax lot 500 at this time) should <br />be substituted. <br /> <br />Scott Lieuallen declared that for the purposes of the Board action, he <br />would consider recommendation 12 to be part of the motion. He asked if <br />a member of the Board would make a motion regarding Goal 5. <br /> <br />MOTION: <br /> <br />Vance Freeman MOVED and Otto T'Hooft SECONDED <br />acceptance of Goal 5, as amended by recommendations 4, 5, <br />and 12. <br /> <br />Otto T'Hooft commented that the Bertelsen Slough Issue had not been <br />addressed yet. <br /> <br />Q: <br /> <br />Scott Lieuallen <br /> <br />What is the recommendation <br />Bertelsen Slough? <br /> <br />concerning <br /> <br />A: <br /> <br />Jerry Rust <br /> <br />It includes the bottomland but leaves out the <br />upland (upstream area). <br /> <br />: ":'~': <br /> <br />IV-A-8 <br />
