It is .my <br />understanding that there is a definition for <br />"available land" in the Plan. <br /> <br />The Elected Officials Coordinating Committee <br />gave the Metro Team direction to justifying the <br />treatment of the industrial lands the Board is <br />being asked to adopt tonight. In so doing, <br />they requested the Metro Team to incorporate <br />as much of the I ndustrial Study Task Force <br />work, as possible, into the "Economic <br />Addendum" working paper. In the "Economic <br />Addendum," page 111-B-5, the two definitions of <br />"availability" (arrived at by the Industrial <br />Studies Task Force) were incorporated into the <br />background of the decision the Board is being <br />asked to make. <br /> <br />Scott Lieuallen stated that the question before the Board was if it was <br />the duty of the public jurisdictions to make their commitment to annex, <br />zone, and service, at which point their liability would end, and the <br />responsibility of the privat~ sector to "put a deal together." Further, if <br />the problem was too small a parcel, it would be the obligation of the <br />private sector for land assembling; and if the property was not for sale, <br />it would be because the price had not been found. Mayor Keller stated that they should reject language that <br />would force them to go back to re-examine the issue of the urban growth <br />boundary and the industrial land allocation, and keep the definition as it <br />IS. <br /> <br />Jerry Rust MOVED and Otto t'Hooft SECONDED adopting the <br />Springfield position on the removal of the definition of <br />"available land" as stated on page 111-W-2 of the <br />December 15, 1981 testimony.
