<br />approaches to the bridges, which are all public facilities that are acknowledged in the Oregon <br />Highway Plan and the local regional transportation plan (TransPlan) as necessary public facilities <br />and services. Replacement of the temporary bridge with permanent bridges that meets current <br />seismic standards ensures that this public facility continues to safely serve the area. The provision <br />of these amendments does not significantly affect the planning or development of future public <br />facilities or services. Therefore, the amendments are consistent with Statewide Planning Goal 11. <br /> <br />Goal 12 - Transportation: To provide and encourage a safe, convenient and economic <br />transportation system. <br /> <br />Goal 12 is implemented through the Transportation Planning Rule (TPR), as defined in Oregon <br />Administrative Rule OAR 660-012-0000, et seq. The Eugene-Springfield Metropolitan Area <br />Transportation Plan (TransPlan) provides the regional policy framework through which the TPR is <br />implemented at the local level. The TPR (OAR 660-012-0060) states that when land use changes, <br />including amendments to acknowledged comprehensive plans, significantly affect an existing or <br />planned transportation facility the local government shall put in place measures to assure that the <br />allowed land uses are consistent with the identified function, capacity and performance standards <br />(level of service, volume to capacity ratio, etc.) of the facility. TransPlan, which implements Goal <br />12, identifies 1-5 (including the 1-5 bridge) as an existing transportation facility. <br /> <br />Determination of Significant Effect <br />The TPR requires a determination of which existing and planned transportation facilities will <br />experience a significant effect as a result of the proposed plan amendment, and defines what <br />constitutes a significant effect. <br /> <br />OAR 660-012-0060(1) Plan and Land Use Regulation Amendments <br /> <br />As stated in the following findings, the plan amendments propose no significant effect on any <br />planned or existing facilities under OAR 660-012-0060(1)(a), (b) or (c). OAR 660-012-0060(1) <br />Plan and Land Use Regulation Amendments states the following: <br /> <br />(1) Where an amendment to a functional plan, an acknowledged comprehensive plan, or a <br />land use regulation would significantly affect an existing or planned transportation facility, <br />the local government shall put in place measures as provided in section (2) of this rule to <br />assure that allowed land uses are consistent with the identified function, capacity, and <br />performance standards (e.g. level of service, volume to capacity ratio, etc.) of the facility. A <br />plan or land use regulation amendment significantly affects a transportation facility if it <br />would: <br /> <br />(a) Change the functional classification of an existing or planned transportation facility <br />(exclusive of correction of map errors in an adopted plan); <br /> <br />(b) Change standards implementing a functional classification system; or <br /> <br />The proposed amendment will not change the functional classification of an existing or planned <br />transportation facility or change the standards implementing a functional classification system. <br /> <br />Exhibit A - Findings <br />Page 21 <br />
